REGULATIONS

on forming the Talent Pool of performers for top symphony orchestras of the Russian Federation

 

General Terms

1.1 These Regulations shall stipulate the order of forming the Talent Pool of performers for top symphony orchestras of the Russian Federation.

1.2 The Talent Pool shall be formed to promote:

1.2.1 building of high-performing talent pools for symphony orchestras of the Russian Federation;

1.2.2 professional development of symphony orchestra performers;

1.3 The Talent Pool shall be built on the following principles:

1.3.1 transparency of Talent Pool formation;

1.3.2 equality of citizens' rights upon their selection for the Talent Pool;

1.3.3 correlation between the final selection of contenders for the Talent Pool and evaluation and assessment of their professional skills and competencies;

1.3.4 responsibility for the final quality-based selection of contenders for the Talent Pool and impartiality of assessment of professional and personal skills thereof with due regard to their employment experience.

1.4 The Talent Pool database shall be maintained digitally.

1.5 The Talent Pool shall be shortlisted from the lineup of the National Youth Symphony Orchestra - Symphony Academy (hereafter referred to as NYSO) in accordance with the goals and objectives assigned thereto.

1.6 The NYSO performers shall be contenders for the Talent Pool selection

Talent Pool formation procedure

2.1 The NYSO performers employed by the NYSO on the basis of the Employment Agreement awarded as a result of competition selection shall be included in the digital database of the Talent Pool as contenders.

2.2 Talent Pool contenders who have at least 3 years of employment experience with the NYSO and who have undergone a 3-year training (professional development) program by means of attending workshop courses at the NYSO Symphony Academy in their respective fields of occupation and who have attained a high level of orchestral performance proficiency and musical culture shall be included into the Talent Pool as members of the Talent Pool.

2.3 The decision to enroll contenders as members of the Talent Pool in case the aforementioned contenders do not have the required experience of employment with the NYSO stipulated by Para. 2.2 of these Regulations given they reach the age limit for NYSO employment and who nevertheless have attained a high level of orchestral performance proficiency and musical culture, shall be made individually.

2.4 Contenders for the Talent Pool membership shall be assessed and selected at the end of the concert season by the Commission established in accordance with the decision of the General Manager of the Moscow Philharmonic Society.

2.5 The Commission shall include a Chairperson, a Secretary and Commission members. The Commission, alongside with the officials and executive officers of the Moscow Philharmonic Society, shall incorporate top and most respected professionals in the field of orchestral music. The Commission may also incorporate representatives of the founding entity.

2.6 The members of the Talent Pool shall be selected among the Talent Pool contenders on the basis of assessment and evaluation of their professional and personal skills.

2.7 The Commission shall carry out assessment and evaluation of professional and personal skills and qualities of each contender who qualifies the requirements stipulated in Paras. 2.2 and 2.3 of these Regulations with intent to select the most skilled performers of the NYSO to be enrolled as Talent Pool members.

2.8 The evaluation of contenders to be enrolled in the Talent Pool as Talent Pool members shall start with a comprehensive introduction thereof by the NYSO Artistic Director that shall include and in-depth assessment of the contender: conformity of contender's professional skills to eligibility criteria for the specific position; professional competencies; attitude towards work and execution of official duties; past results and achievements; gravitas, trust and credibility within the ensemble.

2.9 The decision-making criteria for enrollment of the Talent Pool contender as a Talent Pool member shall be:

2.9.1 NYSO work experience;

2.9.2 successful mastery of the major symphonic repertoire (no less than thirty long-form symphony pieces);

2.9.3 diligence and successful completion of workshop courses at NYSO Symphony Academy;

2.9.4 evaluation grades from conductors and workshop facilitators;

2.9.5 professional achievements within the course of employment at NYSO;

2.9.6 high level of professional orchestral performance proficiency and musical culture;

2.9.7 external feedback and reviews about the contender (if applicable);

2.9.8 absence of prior disciplinary sanctions within the course of employment.

2.10 The Commission session shall be deemed legal if attended by no less than two thirds of the total number of its members. Commission sessions attended exclusively by its members who hold substitute positions at the Moscow Philharmonic Society are not permitted.

2.11 The Commission shall pass decisions by a majority vote of its members present at the session via a show of hands. In case the vote is a tie, the Chairperson of the Commission shall cast the deciding vote.

2.12 The decision of the Commission shall be passed in the absence of the contender and shall constitute grounds for enrollment of the Talent Pool contender as a member of the Talent Pool or otherwise as a dismissal of the contender as a member of the Talent Pool.

2.13 The Commission shall be entitled to pass the following decisions:

2.13.1 enroll the Talent Pool contender as a member of the Talent Pool for top symphony orchestras of the Russian Federation;

2.13.2 dismiss the contender as a member of the Talent Pool for top symphony orchestras of the Russian Federation.

2.14 Voting results and decision of the Commission shall be formally recorded in the minutes of the session, that shall be signed by the Chairperson, Deputy Chairperson, Secretary and the members of the Tendering Commission who attended the session.

2.15 The decision to enroll the Talent Pool contender as a member of the Talent Pool for top symphony orchestras of the Russian Federation shall be issued as an order of the General Manager of the Moscow Philharmonic Society.

2.16 The decision to enroll the Talent Pool contender as a member of the Talent Pool shall constitute grounds for upgrading the contender's status to the status of a Talent Pool member 

the Talent Pool digital database.

3.1 The digital database of the Talent Pool shall be maintained starting June 2019.

3.2 The digital database of the Talent Pool shall be accessible for public browsing via the Internet on the NYSO website.

3.3 Data on contenders and members shall be entered into the digital database of the Talent Pool on the NYSO website and edited by a Content Manager.

3.4 The Talent Pool webpage shall contain a feedback form for requests and invitations from potential employers.

Final provisions

4.1 Commission sessions aimed at assessing and evaluating contenders to be enrolled as members of the Talent Pool shall be held at least once a year.

4.2 Ad hoc sessions of the Commission can be convened following the decision of the Chairperson of the Commission.

4.3 The assessment and evaluation of Talent Pool contenders with intent to upgrade their status to that of members of the Talent Pool shall commence in August 2021. Earlier registration of Talent Pool contenders in the Talent Pol database as Talent Pool members shall be possible only in cases of contenders who have reached the age limit of NYSO employment.

4.4 Talent Pool contenders shall be eliminated from the Talent Pool database in case of termination of their Employment Agreement.
